High network latencies and disturbances

Our monitoring systems detected a high network latencies and disturbances on our production servers at 11:13, 12:10 and between 12:50 and 12:56.
Requests got undelivered and were discarded during these periods.
Application instances needed to be restarted due to connection lost to the fileserver and database clusters to operate in normal state again
Provider Load-Balancer with networking issues

There was an unexcepted outtake of the Hetzner Load-Balancers in Falkenstein.
Our monitoring system detects this outtake and alarms immediatly.
Hetzner informs about a maintenance of the UPS system:

No issue were expect from Hetzner.
Between 11:25 and 11:30 the Staging Load-Balancers failed communicating to our Application Servers.
